Proposed Reusable Bag Ordinance
The Grocery Bag Task Force was formed in May, 2012 as a working group of the City's Business and Quality of Life (CBQL) committee to revive implementation of Resolution 2008-49, Disposable Bag Use Reduction. This ordinance would be the next progression of the implementation of the sustainable Santa Fe plan as part of the City’s efforts on environmental policy. Task force members believed that plastic bags posed a Quality of Life problem in Santa Fe because they created a litter problem that had negative implications for tourism, wildlife and aesthetics in Santa Fe. Therefore, the task force conducted research on reusable bag initiatives in other cities around the country to be used as a model in Santa Fe to solve this problem.
Task force members reviewed initiatives in Austin, Alameda County California, Los Angeles, Seattle, Tucson, Washington, DC and several other cities. As a result, a discussion draft was created in August of 2012. CBQL then agreed to hold a public hearing to solicit public comments from the community and stake holders on the proposed ordinance by the task force. The public hearing was held in October 2012. Task force members also met with grocery and retail store businesses, the Santa Fe Sustainable Commission, the Santa Fe Chamber of Commerce and the Green Chamber of Commerce. The task force then drafted the Single Use Carry Out Bag Ordinance modeled on the Seattle ordinance. The current draft ordinance contains provisions based on feedback from the public and stake holder meetings. CBQL then passed a recommendation at their May 11, 2013 meeting recommending that the City of Santa Fe adopt the enclosed Single Use Carry Out Bag Ordinance. The ordinance was introduced by Councilor Rebecca Wurzburger and is co-sponsored by Mayor David Coss and Councilor Christopher Rivera. The proposed ordinance is scheduled be heard and reviewed by the following City of Santa Fe Committees:
