Ordinance (Illicit Discharge Control)

The City’s Storm Water Office has developed and adopted Ordinance No. 2005-3 (Storm Water Illicit Discharge Control) that prohibits non-Storm Water discharges into the City’s storm sewer system and implements appropriate enforcement procedures and actions.


Mapping of the Storm Sewer System
The City’s Storm Water Office is continually working to develop comprehensive mapping of all storm sewer inlets, outfalls, detention ponds, illegal dumping locations and sign posting locations including the names and locations of all local water bodies that receive possible pollutants from these points. The maps created with our inlet and outfall locations are a vital part of any illicit discharge detection program.

Storm Drain Stenciling Program
The City’s Storm Water Office has also developed and implemented a storm drain stenciling program to promote public awareness and to significantly reduce illegal dumping activity in and around the inlets. The drains are clearly marked with the message “Only Rain in the drain”. Rain and snowmelt are the only flows we want to see into our storm sewer system, but we have not yet achieved this goal city-wide.
