Maintain compliance database. Works with billing system to levy citation fees. Responds to water waste hotline. &lt;BR&gt;&lt;BR&gt;• Conducts outdoor landscape audits providing technical assistance with controller programming, and develops irrigation efficiency and watering schedules. Conducts residential and commercial indoor water audits including the retrofit of indoor plumbing fixtures and provides technical assistance. Maintain audit/retrofit database. &lt;BR&gt;&lt;BR&gt;• Implements and updates Water Conservation Plan and conducts presentations for all age groups including, in schools, public meetings and instructing classes. Distributes Water Education and Outreach information and materials as needed. &lt;BR&gt;&lt;BR&gt;• Prepares flyers, bill inserts etc. on water code and conservation tips. &lt;BR&gt;&lt;BR&gt;• Performs field work, computer work including technical writing and customer service functions performed by other utility sections. &lt;BR&gt;&lt;BR&gt;• Participates on appropriate committees and boards and presents or testifies to committees or City Council on Water Conservation Ordinances. &lt;BR&gt;&lt;BR&gt;• Conducts research and special projects, as directed. &lt;BR&gt;&lt;BR&gt;• Attends training as needed. &lt;BR&gt;&lt;BR&gt;&lt;STRONG&gt;Minimum Qualifications &lt;BR&gt;&lt;BR&gt;Education and Experience &lt;BR&gt;&lt;BR&gt;Associate’s Degree in a field of science and two (2) years of experience in water conservation programs (e.g., writing water conservation plans, water conservation public outreach, water conservation marketing and print publications, performing indoor and outdoor water conservation audits, researching and writing water conservation grants, creating and promoting water conservation regulations, etc.) or landscape/irrigation design and installation; or an equivalent combination of education and experience, except that additional education may not substitute for the two (2) years of required experience. Bachelor’s Degree in a field of science; and Irrigation Association Certification, current New Mexico Journeyman Sprinkler License or current New Mexico Backflow Prevention Technical Training certificate or equivalent preferred. &lt;BR&gt;&lt;BR&gt;Additional Requirements &lt;BR&gt;&lt;BR&gt;Must possess a valid New Mexico driver’s license and obtain a City of Santa Fe driving permit within 3 months of hire. &lt;BR&gt;&lt;BR&gt;Must be commissioned by the City of Santa Fe Police Department within six (6) months of hire, which includes a background check. &lt;BR&gt;&lt;BR&gt;&lt;/STRONG&gt;Knowledge, Skills, and Abilities &lt;BR&gt;&lt;BR&gt;Knowledge of current approaches and technologies related to water education and conservation; installing, operating, troubleshooting and repairing irrigation systems, including calculating water use requirements for landscape plant materials and determining precipitation rates; Federal, State and local laws and regulations governing water use and conservation. The omission of an essential function does not preclude management from assigning duties not listed herein if such functions are a logical assignment to the position. &lt;BR&gt;&lt;BR&gt;• Assists BDD Facilities and Equipment Maintenance Superintendent in development and implementation of a comprehensive Assets Management Program to track reliability and life cycle cost of BDD equipment and facilities. &lt;BR&gt;• Assists in coordinating, scheduling, and planning maintenance of the BDD facilities, systems and equipment including predictive, preventive and emergency maintenance. &lt;BR&gt;• Assists the BDD Facilities and Equipment Maintenance Superintendent in developing, monitoring, and evaluating the comprehensive preventive and predictive maintenance program, to include required policies and procedures for performing maintenance for all BDD facilities and equipment. &lt;BR&gt;• Generates and prepares management reports on program effectiveness including, but not limited to, man hours, work backlog, equipment repair history, costs, trouble calls and emergency maintenance, work orders, etc. Assists in Root Cause Failure Analysis investigations. &lt;BR&gt;• Tracks all activities related to the repair, maintenance and care of facilities, equipment, buildings, etc. using the computerized maintenance management system (CMMS); and performs preventive, predictive and emergency maintenance administrative duties using the CMMS including interfacing with Operation and Maintenance Information System (OMIS). &lt;BR&gt;• Responds to work order requests for maintenance services and confers with the BDD Facilities and Equipment Maintenance Superintendent, Chief Operator, and other staff as necessary, to schedule and prioritize maintenance projects. &lt;BR&gt;• Is responsible for inventory control and requisitioning all required parts, tools, supplies and equipment for the BDD. Issues and distributes supplies from stock; requisitions articles to fill incoming orders; prepares periodic inventories and reports including recommendations for more effective control methods. &lt;BR&gt;• Uses the inventory and maintenance management software to issue/transfer stock items for operations and maintenance needs and emergency repairs; to create work orders as requested; track status of open work orders; close completed work orders; and create reports as needed. Maintains database of inventory in the inventory software system; and prepares ad hoc reports as required. &lt;BR&gt;• May assist in training new employees and/or other personnel in policies and procedures as they affect the ordering of supplies. Makes minor repairs on damaged items. &lt;BR&gt;• Supports the BDD Financial Manager and Business Administrator by assisting with; acquiring and general monitoring of BDD budget including purchase orders, professional service agreements and maintaining account balances. &lt;BR&gt;• Accounts for and protects the security of the inventory by following the established security procedures. Maintains inventory, bin locations and overflow areas to ensure that the proper level of stock is on hand at all times. Informs appropriate BDD staff of any items in short supply and initiates procurement process as appropriate. Ensures that the warehouse is maintained in a neat and clean fashion and that there are no safety violations. &lt;BR&gt;&lt;BR&gt;MINIMUM QUALIFICATIONS &lt;BR&gt;&lt;BR&gt;&lt;STRONG&gt;Education and Experience:&lt;BR&gt;&lt;BR&gt;High School Diploma or GED; Associate’s Degree preferred; and &lt;BR&gt;&lt;BR&gt;Three years of experience in computerized maintenance management system, computerized inventory control system and basic computer operation. &lt;BR&gt;&lt;BR&gt;&lt;/STRONG&gt;Additional Requirements &lt;BR&gt;&lt;BR&gt;Requires valid driver&#39;s license upon hire and must obtain City driver&#39;s permit within thirty (30) days of hire. Must obtain applicable certification for forklift operation within three months of hire. &lt;BR&gt;&lt;BR&gt;Knowledge, Skills, and Abilities &lt;BR&gt;&lt;BR&gt;Knowledge of the mechanical and electrical work and parts and equipment used in operation of a water treatment and distribution facility; store/stockroom/warehouse methods; supply catalog organization, nomenclature and use; the techniques of inventory control; automated inventory information/control systems; principles of bookkeeping and basic accounting. &lt;BR&gt;&lt;BR&gt;Considerable skill in planning and logistics of maintenance work; establishing and maintaining effective working relationships with vendors and co-workers; effective communication; and the operation of standard office equipment and software. &lt;BR&gt;&lt;BR&gt;Ability to analyze, plan, coordinate and oversee maintenance activities; manage the supply/inventory unit; identify general mechanical and electrical parts and equipment used in operation of a water treatment and distribution facility; prepare and complete maintenance and inventory reports; read financial and statistical data; calculate and evaluate percentages; operate effectively under tight deadlines; and exercise insight, judgment, initiative and creativity in problem solving. &lt;BR&gt;&lt;BR&gt;PHYSICAL DEMANDS/WORK ENVIRONMENT &lt;BR&gt;&lt;BR&gt;Work is performed in an office/warehouse and outdoors, sometimes in inclement weather, on slippery surfaces, over six feet off the ground and in confined spaces. May be required to use an oxygen monitor in designated areas. May be exposed to noxious odors, dust, poor ventilation, VDT’s and CRT’s, oils, toxic gases, fumes and chemical (including chlorine). Incumbents of this position focus on the advanced and conventional water treatment operations and may be required to perform repetitive duties and other job assignments required for regulatory compliance and operational efficiency. &lt;BR&gt;&lt;BR&gt;This job description covers NMED Level III and IV Certified Water Systems Operators at the BDD. 		<description>GENERAL DESCRIPTION &lt;BR&gt;&lt;BR&gt;The BDD Operator performs operation and maintenance tasks that include, but are not limited to: monitoring, evaluating and adjusting process equipment; cleaning and maintenance of process basins, buildings, equipment and vehicles; collecting samples; inspecting, operating and maintaining process equipment; collecting and logging data and accurate reporting of process and equipment status conditions. The BDD Operator may be required to perform repetitive duties and other job assignments as may be required for regulatory compliance and operational efficiency. &lt;BR&gt;&lt;BR&gt;This job description covers NMED Level I, II and III Certified Water Systems Operators at the BDD. NMED Level I, II or III certified operators entering this job must pass the applicable BDD certification in all key areas of competency within one year of hire for continued employment with the BDD. In addition, all NMED Level I certified operators must obtain NMED Level II certification along with applicable BDD certification within the above timelines for continued employment with the BDD. &lt;BR&gt;&lt;BR&gt;SUPERVISION RECEIVED &lt;BR&gt;&lt;BR&gt;Works under direct supervision or general direction, depending on level of NMED and BDD certification achieved, of an assigned supervisor in a 24/7/365 environment. &lt;BR&gt;&lt;BR&gt;SUPERVISION EXERCISED &lt;BR&gt;&lt;BR&gt;None. &lt;BR&gt;&lt;BR&gt;NATURE OF WORK &lt;BR&gt;&lt;BR&gt;Essential Functions: The list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this classification. The omission of an essential function does not preclude management from assigning duties not listed herein if such functions are a logical assignment to the position. &lt;BR&gt;&lt;BR&gt;• Assists in and/or operates BDD facilities, including raw and finished water pumping and conveyance systems; chemical feed systems, pre-treatment and conventional treatment processes, and residual process facilities. &lt;BR&gt;&lt;BR&gt;• Observes operating conditions; monitors gauges, meters, control panels, and the Supervisory Control and Data Acquisition (SCADA) system; records readings; and makes accurate shift log entries. Assists in periodic facility security and safety inspections. &lt;BR&gt;&lt;BR&gt;• Collects samples; performs laboratory tests and records results using approved laboratory methods; assists in complying with federal and state drinking water regulations. &lt;BR&gt;&lt;BR&gt;• Assists in the testing and adjustment of process equipment. &lt;BR&gt;&lt;BR&gt;• Performs and documents minor preventive maintenance work orders on plant equipment and buildings; exercises and lubricates equipment, and reports maintenance recommendations to the supervisor in charge. May assist maintenance staff in rebuilding pumps, motors and other plant equipment, as necessary. &lt;BR&gt;&lt;BR&gt;• Performs housekeeping duties on BDD Facility work areas, including administration building, process basins, pump stations, grounds, equipment, etc. &lt;BR&gt;&lt;BR&gt;• Assists in retrieving parts, data entry and inventory control as necessary. &lt;BR&gt;&lt;BR&gt;• Assists in the preparation and revision of standard operating, safety and regulatory compliance procedures. &lt;BR&gt;&lt;BR&gt;• Will be required to start, stop and adjust equipment to control processes and adjust flows; perform process testing, interpret equipment readings and laboratory data and report findings and recommendations to the AWT Operator Senior, Charge Operator or Chief Operator, as appropriate. &lt;BR&gt;&lt;BR&gt;• Will assist on a limited basis and under direct supervision of an AWT Process Operator, Charge Operator or Chief Operator in operational duties associated with advanced water system processes, including membrane filtration, ozone, and granulated activated carbon. &lt;BR&gt;&lt;BR&gt;• Will work with and/or collaborate with other staff on assignments necessary to achieve the goals and objectives of the BDD organization. &lt;BR&gt;&lt;BR&gt;&lt;STRONG&gt;&lt;FONT style=&quot;FONT-SIZE: 14pt&quot;&gt;MINIMUM QUALIFICATIONS &lt;BR&gt;&lt;BR&gt;Education and Experience &lt;BR&gt;&lt;BR&gt;High school diploma or equivalent; and &lt;BR&gt;&lt;BR&gt;NMED Water Systems Operator Certification at Level I, II or III. &lt;BR&gt;&lt;BR&gt;Additional Requirements &lt;BR&gt;&lt;BR&gt;Must possess a valid New Mexico driver’s license upon hire and obtain a City of Santa Fe driving permit within three months of hire. (NM driver’s license without restrictions for an ignition interlock device is required to obtain City of Santa Fe driving permit.) &lt;BR&gt;&lt;BR&gt;Must pass WorkKeys™ skill assessment as a prerequisite for consideration for interview. &lt;BR&gt;&lt;BR&gt;Must pass the applicable BDD certification in all key areas of competency for continued employment with the BDD. In addition, all NMED Level I certified operators must obtain NMED Level II certification along with applicable BDD certification within the above timelines for continued employment with the BDD. &lt;BR&gt;&lt;BR&gt;Must be able to comply with respirator and other PPE requirements. &lt;BR&gt;&lt;BR&gt;May be called out in emergency situations. &lt;BR&gt;&lt;BR&gt;When contacted, the employee is expected to report to work unless there are special non-recurring circumstances, regardless of the location of the employee&#39;s residence. &lt;BR&gt;&lt;BR&gt;Must be available for 24-hour emergency stand-by duties when required. &lt;BR&gt;&lt;BR&gt;Must have telephone in the employee&#39;s residence or be available by an equally effective means of communication. &lt;BR&gt;&lt;BR&gt;&lt;/FONT&gt;&lt;/STRONG&gt;Knowledge, Skills, and Abilities &lt;BR&gt;&lt;BR&gt;Knowledge of basic math, water testing procedures, water treatment methods and water quality regulations. &lt;BR&gt;&lt;BR&gt;Requires basic skills in recordkeeping, computer business application software, oral and written communication, problem-solving, decision-making, and developing and maintaining business relationships. &lt;BR&gt;&lt;BR&gt;Must be able to read, comprehend and interpret technical information; keep accurate records; use computer application software; develop and maintain business relationships; to learn occupational hazards and safety procedures in the water operations and maintenance; to observe safety procedures; to operate powered and manual equipment, machinery, and tools used in water plant operations and maintenance; and to understand and follow oral and/or written communications. &lt;BR&gt;&lt;BR&gt;PHYSICAL DEMANDS/WORK ENVIRONMENT &lt;BR&gt;&lt;BR&gt;Work is performed inside and outside, sometimes in inclement weather or slippery services and in confined spaces. Requires exposure to loud noises, vibrations, chemicals (including chlorine), toxic gases and fumes, germs, bacteria and allergens, microwaves, sunlight and oils. May be required to use an oxygen monitor in designated areas. May be subject to cuts, bruises, punctures, burns, broken bones, insect and/or snake bites. Work is strenuous and may require extended periods of walking, standing, lifting up to 50 pounds, carrying, bending, stooping, kneeling, crouching, reaching above the head and shoulders, speaking, hearing and good visual acuity. May be required to enter and work in confined spaces and climb ladders.
